Dummy Connector for multichain Move modules

TaoHe needs a blockchain specific connector in order to function properly. This Dummy connector simulates a... ...dummy blockchain.

The connectors can live their on lives, and implement chain specific functions that TaoHe itself does not use, for convenience for other third party code/developers.

This can be also used as a template for new connectors, since this is developed with best practices in mind (and as such is freed from all copyrights per the CC0 1.0 license.
