GitHub Action for ping website via XML-RPC.

Environment Variables

• PING_TITLE : required,Your website, blog title
• PING_URL : required, URL want to ping
• RPC_ENDPOINT : optinal, RPC Endpoint, default is http://rpc.pingomatic.com/
