Manage proposals for changes to the API Specification

Tentative process:

• get a proposal number
• fork this repo
• create subfolder for your artifacts: GraphBLAS_proposals/<LANGUAGE>/P<proposal number>_<descriptive_title>
• add your proposal content to this folder
• submit a pull request
• schedule a review with committee
• modify, rinse and repeat until accepted
